Description of problem:
Report "Operations VMs Powered On/Off for Last Week" has filter which filters out instance power on/off events.

Version-Release number of selected component (if applicable):
5.8.0.14

How reproducible:
100%

Steps to Reproduce:
1. Add any cloud provider f.e. Azure
2. deploy instance in Azure and power it on/off
3. Copy mentioned above report and edit it in order to show This Week events instead of Last Week
4. Try to find that instance's events on that report's timelines

Actual results:
That report doesn't show instance's events

Expected results:
Since this is default report, it should display events for both infra and cloud vms
