Missing percent sign on CPU Utilization page

Description of problem:

The values in the 'Trend Max % Used' column don't have a percent sign on the 
CPU Utilization page for cloud instances and Availability zones.

See attached screen shot.

Steps to Reproduce:
-------------------
1.Manage a cloud provider.Enable C&U collection for the provider.
2.From the summary page of an instance, click 'Monitoring', click 'Utilization'.
3.On the Utilization page, zoom in on the CPU graph.


Actual results:
---------------
Missing % sign in the values in the 'Trend Max % Used' column.


Expected results:
-----------------
In order to maintain consistency with the values in the other columns, 
the values in the 'Trend Max % Used' column should also have a % sign.
