Description of problem:
Please add targeted refresh or templates events.
For example, if a template is added, on RHV side, need to do a full refresh, in order to have CFME get updates with the new template.

Here's the tested Template events, and their response on CFME-5.9.0.11/RHV-4.1.8:

Add Template - Event:USER_ADD_VM_TEMPLATE => Refresh done for the added template, storages, clusters

Edit Template - Event: USER_UPDATE_VM_TEMPLATE => Refresh done for ALL Templates disk attackhments, the updated template, storages, clusters

Export Template - Event: IMPORTEXPORT_EXPORT_TEMPLATE => Refresh done for ALL Templates disk attackhments, the updated template, storages, clusters

Import Template - Event: IMPORTEXPORT_IMPORT_TEMPLATE => Refresh done for ALL Templates disk attackhments, the updated template, storages, clusters

Remove 2 Templates - Event: USER_REMOVE_VM_TEMPLATE => Refresh done for the added template, storages, clusters


Template event USER_COPIED_TEMPLATE seem to be not used, 
even on RHV-3.6, and removed was on RHV-4.0. 
There is no way to generatw it, thus it is not tested.

Verified on CFME-5.9.0.12/RHV-4.1.8.
