According to our records, this should be resolved by openstack-tripleo-heat-templates-6.2.1-2.el7ost.  This build is available now.

Tested on build 2017-11-28.4. I've changed default batch size to 2 and deployed 3 controllers and 8 computes, I can clearly see that everything gets deployed in a batch of 2, stack created successfully.
