Description of problem:
Add the ability in the Engine to remove and add a VM lease to a running VM

Tested with the following code:

rhevm-4.1.3.5-0.1.el7.noarch
vdsm-4.19.20-1.el7ev.x86_64

Tested with the following scenario:

Steps to Reproduce:
1. Create new vm 
2. Start the vm 
3. From the edit window, enable High Availability and select target storage domain for VM lease
4. Block connection from host to engine and from host to storage domain

Actual results:
Lease is created and when connection is lost to the host, the vm starts on another host

Expected results:

Moving to VERIFIED!
