Description of problem: 'Reset' is available from Vm Details menu. which initiates Reset on VM on provider side.

How reproducible:100%


Steps to Reproduce:
1.Open VM Details of Vm in Off state
2.Initiate Reset

Actual results: task fails


Expected results: Reset should not be shown from Off state
