5.8.0.17 ships with 2.2.1 of Ansible Core really we should be 2.3 which is the current stable version for Ansible Core.

This RFE is to request latest stable version of Ansible Core in each appliance build we make.

QE need to ensure test coverage to support this.

Verified in 5.8.1.0 

Also Verified during upgrade the following packages are installed.

 ansible                      noarch   2.3.0.0-1.el7
 ansible-tower-server         x86_64   3.1.3-1.el7at
 ansible-tower-setup          x86_64   3.1.3-1.el7at
