Description of problem:
After OCP 3.4 installation with logging and ops-logging enabled we see:

# oc get templates --all-namespaces | grep logging-deployer
logging           logging-deployer-account-template               Template for creating the deployer account and roles needed for the aggregate...   0 (all set)       11
logging           logging-deployer-template                       Template for running the aggregated logging deployer in a pod. Requires empow...   35 (18 blank)     1
openshift         logging-deployer-account-template               Template for creating the deployer account and roles needed for the aggregate...   0 (all set)       11

This doesn't look right, why should the same templates be created under two different namespaces? If this is indeed right then please close as NOTABUG but otherwise would be nice to fix this. Also, perhaps something to address in 3.4->3.x major upgrades as well for already affected installations.

Verify this bug with openshift-ansible-3.5.75-1.git.0.f18e0cf.el7.noarch.rpm

After installation, no logging or metrics template created under all namespaces. And no logging&metrics templates installed under hosted template directory.
