Error while changing host cluster

Description of problem:
Can not change host cluster while approving the pending host on rhvm4.1

Version-Release number of selected component (if applicable):
Red Hat Virtualization Manager Version: 4.1.3-0.1.el7
redhat-virtualization-host-4.1-20170531.0.x86_64
imgbased-0.9.30-0.1.el7ev.noarch
vdsm-4.19.17-1.el7ev.x86_64

How reproducible:
100%

Steps to Reproduce:
1. Install a rhvh4.1
2. register host to rhvm4.1 via "vdsm-tool register --engine-fqdn rhvm41-vdsm-auto.lab.eng.pek2.redhat.com"
3. The host is in pending approval status on rhvm4.1
4. Select the host, and click app, the approve dialog 
5. Change the host cluster from default to another existing one "amd"
6. Click the OK button on the dialog

Actual results:
1.After step#6, the error of "Cannot edit host, host parameters cannot be modified while host is operational" appear

Expected results:
1. After step#6, the host can be successfully added to the "amd" cluster

Additional info:
1. if not change "default" cluster, the host can be added to "default" cluster
2. This was caught during verifying bug 1447881

This very much sounds like engine, but it also sounds like an intentional message, and NOTABUG.
