Description of problem:

contrail: add vrouter VIF plugin type support

The VIF plugin will provide support OpenContrail SDN Controller driver
in nova. It will initially be used for OpenContrail dpdk driver.
Added unit test.

The patch upstream has merged into master (pike).

An extra patch need to be backported for RHOS10, it converts libvirt driver to use os-vif for vhostuser.
