python-persist-queue is out-of-date for OpenStack installation

Current release is python-persist-queue-0.1.4-1.el7
(http://cbs.centos.org/koji/buildinfo?buildID=15690) for cloud7-openstack-common-release

Please help to validate and update the version to v0.2.3 in RedHat OpenStack distribution.
the source python package is ready uploaed to pypi(https://pypi.python.org/pypi/persist-queue/0.2.3)


The latest package of this version is required by new VNX cinder driver.
We need to keep it up-to-date, so customer can get the latest feature as well as bugfix

python-persist-queue was retired from RDO after queens, can this be closed?
