Bugs should just be filed under the targeted component under either the Fedora product or the Red Hat Enterprise Linux 7 product. High-level AH-wide bugs can be filed in RHEL7 under the rhel-server-atomic component, or in Fedora on the atomic-wg page? https://pagure.io/atomic-wg
