Description of problem:
When I unload module-x11-bell, and ring the bell, nothing happens, even if the pcspkr kernel module is loaded.

How reproducible:

Steps to Reproduce:
1. sudo modprobe pcspkr
2. echo -e '\007\c'
3. /usr/bin/pactl upload-sample /usr/share/sounds/freedesktop/stereo/bell.oga
4. /usr/bin/pactl load-module module-x11-bell "display=$DISPLAY" "sample=bell"
5. echo -e '\007\c'
6. /usr/bin/pactl unload-module module-x11-bell
7. echo -e '\007\c'

Actual results:
System bell in step 2
bell.oga played in step 5
No bell after in step 7

Expected results:
As above, but system bell in step 7

This message is a reminder that Fedora 25 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 25. It is Fedora's policy to close all

Although we aim to fix as many bugs as possible during every release's
lifetime, sometimes those efforts are overtaken by events. Often a
more recent Fedora release includes newer upstream software that fixes
bugs or makes them obsolete.

Can still reproduce this with pulseaudio-module-x11-11.1-2.fc26.x86_64
