Description of problem:
One of the feedback items frequently heard and recently heard UX team doing UX testing is that the UI has very confusing and wordy tooltips and guidance.  It it therefore necessary to do a cleanup and rewording of the tooltips and the presentation of the guidance in the UI

Note that any change to the strings for 12 needs to be merged upstream before August 7 (String Freeze - https://releases.openstack.org/pike/schedule.html ). The UI now supports 7 languages in addition to English and the community translators rely on the string freeze for their work, to avoid unnecessary churn and re-translations.
