Description of problem:
The policy button shows on the 'All switches' page, but it is missing on the 'switch detail' page. 

Version-Release number of selected component (if applicable):
Version 5.7.3.1.20170608124102_4b35a9e

How reproducible:
100%

Steps to Reproduce:
1.Add infrastructure provider
2.Navigate to Compute->Infrastructure->Networking
3.Click on switch

Actual results:
Policy button is missing in switch detail page, though it is in all switches page 

Expected results:
There should be a policy button
