spice-gtk was using usbutils.pc to locate the usb.ids file automatically. Since it's gone, we need to hardcode the path to hwdata to find usb.ids. I also noticed that usbutils-make-hwdata.patch is still patching usbutils.pc, which the .spec file then removes.
To quote from usbutils git history: "Most of the information in usb.ids is now contained in udev's hwdb. Read the information from the hwdb instead of usb.ids."
Maybe you should ask hwdata package maintainer to provide the .pc files since they are actually shipping the usb.ids. In usbutils we should make a cleanup and remove the references once for all.
