Description of problem:
Run uninstall.yml playbook to uninstall ocp3.3, openshift-excluder and docker-excluder package are not removed.

Version-Release number of selected component (if applicable):
atomic-openshift-utils-3.3.91-1.git.0.b0e1696.el7.noarch

How reproducible:
always

Steps to Reproduce:
1. install ocp3.3
2. unsintall ocp3.3
# ansible-playbook -i hosts /usr/share/ansible/openshift-ansible/playbooks/adhoc/uninstall.yml
3.

Actual results:
openshift-excluder and docker-excluder package still existed after uninstall.

Expected results:
openshift-excluder and docker-excluder should be removed after run uninstall playbook

Setting to low/low based on the assumption that running the install playbooks should do the right thing here even if the excluders were left installed. If that's not the case we'll raise this to medium.

https://github.com/openshift/openshift-ansible/pull/2985 fixed this for 3.4+
