Description of problem:
CFME shows that "Cloud tenant deletion initiated", but really it doesn't get deleted.

Version-Release number of selected component (if applicable):
5.7.3.1 with RHOS 9

How reproducible:
Always

Steps to Reproduce:
1. Go Compute -> Cloud -> Tenants
2. Check any tenant, click Configuration -> Delete this Cloud Tenant
3. Click OK
4. Check cloud tenants on OSP

Actual results:
Tenant that was initiated for deletion is still present in OSP and CFME

Expected results:
Deletion of tenant
