This is an automatic F27 Alpha blocker: "Complete failure of any release-blocking TC/RC image to boot at all under any circumstance - "DOA" image (conditional failure is not an automatic blocker)".

This bug appears to have been reported against 'rawhide' during the Fedora 27 development cycle. Changing version to '27'.
This was obviously fixed a while back.
