Description of problem:
Add chech patch ci tests to ovirt-engine-metrics based on OST common/test-scenarios-files/metrics_bootstrap/

OST should run engine and at least 1 host with new ovirt-engine-metrics rpm and see it runs with no issues.

Will use https://www.ovirt.org/blog/2017/01/ovirt-system-tests-to-the-rescue/ for testing before merging a patch.
