Image upload with OSPD version 10 fails when using --oc-config option.

The error message tells that it is not possible to assign 'public' attribute to the image.

How reproducible:

1. Deploy undercloud
2. Generate clouds.yaml file with auth info
3. Upload images to glance.

Actual results:

Uploading fails

Expected results:

Images are uploaded.

Could you provide the specific commands you used in order to reproduce the issue, and clouds.yaml (with passwords/sensitive info removed)? Thank you.
