mke2fs.conf is simply restating the default; if the string is empty, nothing changes.  This is the same if you had mounted the filesystem with no options; no options != noacl.  To disable default mount options, use the caret (^) as indicated in the tune2fs manpage:

> Mount options prefixed with  a caret character ('^') will be cleared in the filesystem's superblock

Changing it to:

default_mount_opts = "^acl"

works.
