Description of problem:

    adduser <user> <group>

is a very convenient pattern on Debian/Ubuntu. But it doesn't work on Fedora.


Steps to Reproduce:
1. adduser root docker

Actual results:

Usage: adduser [options] LOGIN
       adduser -D
       adduser -D [options]


Expected results:

user is added

We are not going to pursue this RFE at this point. If anyone wishes to work on this I'd suggest creating pull request on shadow upstream.
