How reproducible:100%


Steps to Reproduce:
1.Add RHOS provider
2.Navigate to Compute--> Cloud --> Provider 
3.select cloud provider and click on "Refresh Relationships and Power States"

Actual results: Error "[NoMethodError]: undefined method `each' for nil:NilClass" in evm.log


Expected results: It should Refresh provider without any error in evm.log

I can't reproduce it in 5.8.1.0 (refresh was successful either for Cloud provider or Swift Manager).

However, Satyajit mentioned that this issue was seen in CF version 5.8.1.0.20170623170756_3ed4411 . Any chance to provision a VM with this build ?

As far as I can tell, this is a duplicate of https://bugzilla.redhat.com/show_bug.cgi?id=1437549 which was fixed by changes to prevent refresh jobs from running while a provider is being deleted. This was a non-Openstack-specific issue that has been fixed on 5.9 and later, but the fix involves schema changes and cannot be backported to 5.8.
