Describe the issue: 
The command to upgrade the cluster metrics just generically indicates that the user should run the command with `-f metrics-deployer.yaml` without specifying a full path to actually direct the oc tool to use the template.

Suggestions for improvement: 
Specify the exact full path for the user to use
