Section Number and Name: Scaling cluster metrics

Describe the issue: There is a dedicated section for Cassandra scaling https://docs.openshift.com/container-platform/3.5/scaling_performance/scaling_cluster_metrics.html#cluster-metrics-scaling-pods-cassandra but not for hawkular-metrics nor heapster so they are all in the same section

Also, Horizontal Pod Autoscaling refers to OCP 3.3 while the document is for 3.5:

"OpenShift Container Platform version 3.3 does not provide Horizontal Pod Autoscaling (HPA) support for metrics pods and scaling metrics pods."

Suggestions for improvement: Add a proper section for how to scale hawkular-metrics and hepaster, or keep all in the same general section, and replace 3.3 for 3.5 where applies.
