Description of problem:
Yum repo for hosted-engine is required during installation process, even though rpm-based installation is optional.

Version-Release number of selected component (if applicable):
RHV-H/M 4.1

How reproducible:
Every time

Steps to Reproduce:
1. Begin hosted-engine installation process
2. Reach yum repo requirement prompt

Actual results:
User is prompted for yum repo, user cannot pass this step until yum repo is accessible.

Expected results:
User should be able to select RPM-based or OVA-based install, then be prompted for yum repo is RPM-based is selected.
