Description of problem:
There are numerous whines that never complete and always throw errors. Whine failures should be tracked and multiple consecutive failures should cause the whine to be deleted.

How reproducible:

Steps to Reproduce:
1. make a saved search that always times out
2. use that search in a whine

Actual results:
Endless errors in the log.

Expected results:
For each failure the owner is notified of the failure, the current failure count, and how close the whine is to being deleted.

Once max failures is hit the whine is deleted and the owner notified of it.

Additional info:
Consider whines that target multiple users, should each recipient be notified?
