Description of problem:
This feature request is for support of cold migration of VM with SR-IOV ports

Hi Lon

The Use case w/ NumaTopolgyFilter applied and is in 10 CI
Currently, Tested w/ this puddle 2018-12-13.1, and automated.

Problem is overcloud images are not updated with the latest rpms.
Is it going to be Fixed?
