Description of problem:
When specifying the tag `latest` for the metrics components, it reportedly pulls the image that engineering is still working on and testing.

How reproducible:
100%

Steps to Reproduce:
1. Deploy metrics
2. Specify "latest" instead of a specific version

Actual results:
uses an image that engineering has described as "upstream"

Expected results:
uses the latest image we have pushed for that version of OpenShift
