Description of problem:
Due to a low value of max_overflow we are routinely seeing errors such as https://gist.githubusercontent.com/smalleni/33a4e80472133ccd3c509b7139bcd833/raw/9323d1130fc00848f4f35a53934e7a58c4013862/gistfile1.txt at scale. 

We need to make sure that neutron-server uses default values from oslo.db. We also need to ensure that our config files are correct since the max_overflow value in neutron.conf which is commented is set to 50, however neutron-server uses its own value which is different from this.
