This is Corpr's responsibility to either provide the tool as the docs says or update the doc if the method is obsolete.
Yum-plugin-copr is part of yum-utils package. This need to be considered by maintainers of yum-utils.
Hmm and the package have been orphaned so it is unlikely to happen. :(
