Built in rawhide now.
Same as https://bugzilla.redhat.com/show_bug.cgi?id=1469322#c4 this is Pike and previous Rawhide build 1.27.0 is Pike too and Fedora should be kept on the latest stable release, Ocata. 1.28.0 actually failed to build due to Pike-only upstream changes (switch to openstackdocstheme).
Reverted this change in rawhide.
