Description of problem:
There is /usr/libexec/initscripts/legacy-actions/rh-nginx112-nginx/upgrade
in in rh-nginx112-nginx package.

According to doc, "upgrade" action is relevant for nginx:
http://nginx.org/en/docs/control.html#upgrade

I'n not sure if this is needed at all, because it's not called from rpm scriptlet and the only occurences I found in whole collections are: 
/opt/rh/rh-nginx112/deregister.d/50.rh-nginx112-nginx.content-remove:rm -f /usr/libexec/initscripts/legacy-actions/rh-nginx112-nginx/upgrade

/opt/rh/rh-nginx112/register.d/50.rh-nginx112-nginx.content-create:cp -n /opt/rh/rh-nginx112/register.content/usr/libexec/initscripts/legacy-actions/rh-nginx112-nginx/upgrade /usr/libexec/initscripts/legacy-actions/rh-nginx112-nginx/upgrade

Another complain is about "service" and initscripts:
rh-nginx112 is for RHEL-7 only, so there should be systemctl used instead of service.
