Description of problem:
The problem detected is that just in RHQ Dashboard, in the "Recent Alerts"
portlet. Two rows are displayed for each alert.
The rows are not contiguous but are clearly a duiplication.

4.13.1

How reproducible:
Meet the alert condition and check the "recent alerts" portlet on the RHQ dashboard. 

Actual results:
There are multiple rows pertaining to alert in the portlet

Expected results:
There should be only one row pertaining to alert in the portlet
