Description of problem:
bugfix for BZ#1456628 needs more care.
There are some possible issues with 'include directive' in conf file.
If there are more complicated usage with more includes recursively it can cause trouble.

Actual results:
'pid-file' and 'session-keyfile' is added into main file. Probably files in 'include' are ignored by parser.
And included files are lost.

Expected results:
Included files are not lost and are counted in.
