Description of problem:

Having a tab title as a drop-down menu is not helpful. It makes it difficult to discover and difficult to describe in docs.

How reproducible:


Steps to Reproduce:
1.  Navigate to Content > Content Views
2. Select a CV by name
3. Notice the Yum Content tab tile as an arrow head to the right.
4. Click tab title to see that it is a drop-down menu,

Actual results:
New users will not discover the filter function until the start clicking around.

 It is hard to describe navigation paths in the guides when menu titles and tab titles are "overloaded". 

Expected results:

web UI should make it easy to discover things and find things by using CTRL+F

It should be easy to describe procedures in docs.

The Satellite Team is attempting to provide an accurate backlog of bugzilla requests which we feel will be resolved in the next few releases. We do not believe this bugzilla will meet that criteria, and have plans to close it out in 1 month. We have evaluated this request, and while we recognize that it is a valid request, we do not expect this to be implemented in the product in the foreseeable future.
