Description of problem:

Clearly not following the documentation, but it shouldn't allow to break itself via GUI.

1. Deploy SHE
2. Don't add Initial Data Domain, so that HE SD is not auto-imported and the HostedEngine VM is still unmanaged.
3. Switch the deployment host to maintenance mode via Admin Portal

How reproducible:
100%

Actual results:
* Host stuck in preparing for maintenance status.
* HE VM gets shutdown (I reproduced two times, this happened just once)
  -> Host HE HA is set with LocalMaintenance, HE VM is not restarted.

Expected results:
* Don't allow it

This sounds like an edge case with low probability to happen, therefore closing.
