bar appended after connect another screen via hdmi.

Description of problem:
When you connect a display via hdmi, the gnome is frozen.

When you reboot the machine, you will see appended another top bar with "activities" like menu, sometimes append 3 or four more times the same bar.

Version-Release number of selected component (if applicable):
Fedora 25 and 26

How reproducible:


Steps to Reproduce:
1. Connect a display and plug the hdmi to vga (vga to screen and hdmi to cpu)
2. reboot the machine if the gnome is frozen or crashed
3.

Actual results:
You will see another top bar with only the activities menu, this bar has been appended several times.

Expected results:
Another screen without errors nor reboot -- plug and play clear without crashes.

Additional info:
It is happens with Fedora 25 & 26.

After you unlock the screen, you will see another top bar, sadly, Fedora doesn't work yet with two screens.
