python-positional was added only as an OpenStack dependency and OpenStack dropped it in 2017 https://review.opendev.org/491598
I propose to retire it in Fedora, repoquery shows it is not used by anything else.

python-positional is no longer required in RDO, we don't ship it since switching to CentOS 8, so i think we can orphan/retire it.

Package is now orphaned since it is not used anywhere and nobody volunteered to maintain it.
