Description of problem: /var/run is legacy since about 5 years. using "/var/run" can cause issues and its just not necessary in Fedora. Please use "/run" instead. Also update /usr/lib/tmpfiles.d/libselinux.conf accordingly please

This bug appears to have been reported against 'rawhide' during the Fedora 27 development cycle. Changing version to '27'.
