Description of problem:

Horizon is not accessible after upgrading to RHEL 7.4

RHEL 7.4 upgraded from RHEL 7.3

How reproducible:

100%

Steps to Reproduce:
1. Install a all-in-one OSP11 on RHEL 7.3 and confirmed the horizon is accessible
2. Upgrade the system to RHEL 7.4
3. Login to the horizon and the following error will output after a few minutes

'Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator at [no address given] to inform them of the time this error occurred, and the actions you performed just before this error.'
