Description of problem:

Under Automation > Automate > Explorer, both the RedHat and ManageIQ domains show as 'Locked', but the RedHat can be edited and removed. It also appears under Configuration > Edit Priority Order of Domains, and its order can be modified.

RedHat automate domain is not really locked/read-only. It can be disabled or deleted, and its priority order can be changed.

Expected results:

RedHat automate domain cannot be modified.

Note: The RedHat domain will be reset to the base configuration if you use the "Reset all components in the following domains: ..." action in Automation -> Automate -> Import / Export
