Description of problem:
PackageKit is telling that there are 1534 updates available. This number is the same as the amount of packages that are installed. Runnimg pkcon update gives - as can be expected - 1534 times '... is already installed'. I've updated my system dnf which works as expected. B.t.w. I'm using KDE spin.

How reproducible:
always

Steps to Reproduce:
1. sudo pkcon refresh force
2. sudo pkcon get-updates ( produces list with 1534 updates )
3. check with sudo dnf check-update

Actual results:
False notification of 'available' updates. There are no updates available.


Expected results:
No false notification of 'available' updates.
