Description of problem:
OSP director sets Ceph's pools minimum size to 1 when it should be 3. 
This issue will be resolved in OSP 12, but the default should change in OSP 10.

According to our records, this should be resolved by openstack-tripleo-heat-templates-5.3.3-1.el7ost.  This build is available now.
