Description of problem:
RPMDiff (via the Errata Tool) warns that there are no man pages for ceph-volume and ceph-volume-systemd.

Version-Release number of selected component (if applicable):
Ceph v12.1.4

Steps to Reproduce:
1. Install Ceph on a node
2. Run "man ceph-volume" or "man ceph-volume-systemd" on the node

Actual results:
No man page found

Expected results:
Man pages present
