The USBIP modules aren't being built for s390x.  I have no idea if they've ever been or if s390x even supports USB, but I just started receiving a broken deps report for the usbip userspace tools in Rawhide and I'd like to verify that this is a deliberate choice before I ExcludeArch: s390x in the userspace tools.

s390x doesn't support USB at all.  You can ExcludeArch s390x in your package.
