haproxy18 wasn't tagged into 3.9 until January 4th and the latest 3.9 puddle is from the 3rd, lets hope that the next puddle has the required package.

We'll need to make sure that we either switch to building them into the 3.9 target or continue tagging them in. I imagine we should switch to just building them in 3.9

Verified this bug with AtomicOpenShift-3.9-20180113.1, and PASS.

haproxy18-1.8.1-5.el7 rpm package is shown in AtomicOpenShift-3.9-20180113.1 puddle.
