Patch to add emacs-cython-mode subpackage from Cython source

Description of problem:
The Cython sources include an Emacs major mode for editing Cython source files.  The major mode is not currently included in any package.  No package in the official Fedora repositories includes an Emacs major mode for Cython source.

Version-Release number of selected component (if applicable):
Cython-0.25.2-7.fc25

How reproducible:
Always

Additional info:
The attached spec patch creates a subpackage for the Emacs major mode included in the Cython source.  The patched spec passes rpmlint with no errors or warnings and builds cleanly with mock on my system (4.11.12-200.fc25.x86_64 #1 SMP Fri Jul 21 16:41:43 UTC 2017 x86_64 x86_64 x86_64 GNU/Linux).  Patch created with git format-patch against the git sources on https://src.fedoraproject.org/. This is my first spec patch... appreciate your patience.

Hi Igor, thanks for your response --- I just created a pull request.  First time working with src.fedoraproject.org and Pagure, hope it works.

Thanks for pull request, however emacs is now having broken dependencies in rawhide / f27... So I will review it once this situation will settle down a bit.
