497604 has merged upstream 500145 has been cherry-picked to stable/pike

500145 is also merged so this is in stable/pike.

Checked neutron_admin_auth_url value in /etc/manila/manila.conf on RHOS 12
Result: neutron_admin_auth_url=http://172.17.1.15:5000/v2.0
This is the expected behavior.
